Dear Members:

This month AMFA’s legislative efforts in supporting the National Mediation Board’s (NMB) proposed rule change in union representation elections paid off. In May, the NMB made the decision to implement the rule change that would correct the 75 year history of the antiquated, anti-employee policy in union representation elections that counted non-participating employees as a “no union” vote in representational elections.

As stated in my letter to the NMB during the public comment period, “Democracy demands participation with the outcome decided by those who actually cast their ballots. Abstention must be accepted – as it is in any other American political context – as signifying neutrality and a willingness to abide by the votes of those who affirmatively exercise their franchise.”

The Air Transport Association of America filed a lawsuit in federal court seeking to prevent the NMB from implementing the change to the election process that would make it easier for unions to organize airline and railroad employees. However, on June 25th a federal court judge, Paul L. Friedman, issued an order that will permit the NMB to proceed with their long overdue change in election policy. This policy change will not adjust the “showing of interest” requirements for union representation elections.

At Alaska Airlines the contract proposal endorsement process has concluded and Locals 14 and 32 are now in the process of combining their endorsed proposals. After they have been combined, the proposals will be sent to the membership for their prioritization.

There were no SWA Appearance Technician negotiations this month and the next dates are set for July in Dallas. The AMFA 401K Committee is continuing their work in trying to open more options to our plan.

Mesaba Airlines announced in June that they intend to significantly reduce the staffing levels in the GSE classification at summer’s end due to a reduction of equipment inventory. The equipment was given to a new company called Regional Elite that will be doing some of the ground handling for Mesaba. AMFA will be vigorously contesting this action through the grievance procedures.
