AMFA-QX Negotiations Update #2

AMFA and Horizon Air met in Seattle, WA on November 22–23 to continue the negotiation process. Discussions started on ten Letters of Agreement (LOAs) the Company provided us that are not currently in the contract book that where agreed upon by the Teamsters, including: Borescope differential, which will be further discussed in Article 25; Medford Station, which will stay in existence due to the 4-year furlough language in Article 11;  Lead Premium, which will be further discussed in Article 25; four LOAs regarding Field Trip Work, which will be further discussed as part of Article 8; a cooperation LOA to secure new regional flying; temporary Inspectors to perform RII duties when Inspector in the classification is unavailable; and a grandfather clause to include new fleet types.

We then reviewed each LOA currently in the back of the contract. Most of these LOAs may be incorporated into existing articles of the CBA and there is agreement to do so. We then moved into Article 23, where we proposed that Alaska Air Group seniority be used for flight privileges on Horizon and Alaska; however, the Company explained they were limited to discuss due to other union contractual agreements. The group then reviewed the following articles: 10, Shift Realignment (Company Issue); 17, Union Business (Union Issue); and 18, Union Security and Representation (Union Issue). 

Much of the second day focused on language in Article 17, Union Business -- further discussion is needed regarding Union Travel – as well as Article 18, Union Security and Representation -- further discussions is needed to transition from Teamster language to AMFA-specific language, including representation rights. There was back and forth discussion on Article 10, Shift Realignment that ended in a compromised resolution and bidding limits for probationary employees.  The AMFA Committee also touched on Article 12, Holidays, and will continue that discussion at the next negotiation session. In Article 23, Employee Benefits, Non-Rev Travel Priority, we provided an option for limited use of Air Group Seniority.

The committees designated the following articles to be open for discussion in our next session: 12, Holidays, (cont.); 21, Health, Safety and Standards (New); 18, Union Security and Representation, (cont.); 17, Union Business (cont.); 6, Workweek and Hours of Work (TBD*); 20, Grievance Procedure and System board of Adjustment (TBD*); and 8, Field Trips (TBD*).
* All To be Determined (TBD) is based on scheduling and time of day.
